Council is the policy making body and can be compared directly to a board of directors in private enterprise. To implement Council decisions, it is necessary to employ professional staff. Management of the staff is through senior officers, referred to as the Senior Management Group. The CEO of Council acts as a general manager and as well as providing advice to Council, directs the activities of staff through the senior officers.
