Question 1          Where is the tip?

The Browns Range Waste Management Facility via North West Coastal Highway, approximately 2km south of the T Junction (opposite Caltex Service Station) – the road is signposted. 

There is an alternative access to the tip approximately 7km south east of the Carnarvon townsite and is on the Speedway Road (turnoff next to Outback Travel Centre) and is signposted.

Question 2          What are the open hours for the tip?

Operating hours are Monday to Friday 7am to 4pm, Saturday Closed and Sunday open from 8.00am to 2.00pm.  The tip is closed all Public Holidays

The Browns Range Tip Shop is open Wednesdays 9am - 1pm Only

Question 3          What does it cost to dump rubbish at the tip?

The disposal of household rubbish is free.  Commercial fees apply as listed in the Shire of Carnarvon Fees and Charges Schedule(PDF, 45KB).

Question 4          What is our bin collection day?

Please note that pick up commences 6.00am Monday to Friday.

Monday               Morgantown/Babbage Island

Tuesday               South Carnarvon

Wednesday        Brockman

Thursday             East Carnarvon/Kingsford/Browns Range

Friday                    Plantations – North and South

Question 5          What is the correct way to place the bin for Rubbish Collection?

  • Bins should be placed with the handle towards the house, on the verge up to the curb.
  • They should be clear and accessible by the Rubbish Truck.
  • Do not situate the bin behind a vehicle or where a vehicle will park.  Doing so will ensure your bin will not be emptied.
  • Ensure the lid in closed and it is not over filled
  • Bins need to be out either the night before collection day or before 6am to ensure pick up. 
  • Do not wait until you hear the truck coming.  You may have already missed it.

Question 6          My bin is broken, how do I get it replaced?

Wheelie bins can be repaired or replaced on request.  Contact the Shire by phone 9941 0000, email shire@carnarvon.wa.gov.au or in person and request a bin replacement/ repair form.  You will need to complete the form and return it to the Shire office for processing.  These requests can only be submitted and signed by the property owner.

Once you have submitted your request the repair or replacement will be carried out on your next bin collection day.  Ensure you put your bin out on the kerb side on your rubbish day.

All homes are provided with a Wheelie Bin with the annual charges for rubbish collection, repair and replacement charged to the property rates.

Question 7          The rubbish truck missed my house, who do I call?

Bin need to be out on the kerb side before 7am to ensure your property is not missed.  If by chance you did have your bin out and the driver missed your bin, call the Shire office on 9941 0000 to report it. 

The following issues may be the reason for your bin not being emptied.

  • If your bin is incorrectly placed at the verge, back to front or too far from the curb it will not be collected. 
  • Your bin may not get emptied if the lid is not closed and the bin is overflowing with rubbish. 
  • Your bin may not be emptied if it is too heavy.  Bins load should not exceed 70kg. 
  • A vehicle or other obstruction prevents Rubbish Truck from accessing your bin.

If any of these is the case as to why your bin was not emptied the resident will need to take the wheelie bin to the Browns Range Tip and empty it or wait for the follow weeks collection.

Question 8          My wheelie bin is overflowing, so I put leftover rubbish on the side of the bin, will it still be collected with the weekly rubbish collection?

No.  Rubbish left on the side of your wheelie bin, or any overflow will not be removed.

When placing wheelie bin on your verge for rubbish collection:

  • the bin lid must be fully closed so wildlife is unable to pull the rubbish out and litter the street
  • all rubbish must be placed inside the bin, not on the ground near the bin
  • Anything left on the ground will not be removed by the Shire’s rubbish removal service.

Question 9          I forgot to put my wheelie bin out for the weekly verge collection, is there anything I can do?

It is the Householders responsibility to ensure the bins are placed on the verge ready for collection.  If you miss your weekly rubbish collection you have 2 options, wait until next week’s collection or alternatively you can take your bin and empty it at the Browns Range Waste Management Facility

Question 10        Someone stole my bin, how do I get another one?

Question 11        Does the Shire recycle?

Yes.   You can also recycle with Containers for Change  and the Australasian Order of Old Bastards Carnarvon Group located on Cornish Street.

Question 12        What can be recycled at the tip?

The following can be placed in the recycle receptacles:

  • cardboard boxes (not waxed)
  • glass (beer bottles, wine bottles etc..)
  • aluminium cans.

The following cannot be placed in the recycle receptacles:

  • used disposable food and drink containers
  • wax drink containers i.e.: ice coffee
  • wax cardboard boxes
  • polystyrene & meat trays
  • aerosol cans

Question 14        We are a not-for-profit organisation, can we get a tip fee waiver?

Only a by Council approval can any individual, corporation, company or organisation receive a waiver of fees.  A formal request with supporting documentation is required and to be submitted to the Shire office in writing or via email to shire@carnarvon.wa.gov.au

Council meetings are typically held on the fourth Tuesday of every month.  To be included in the meeting agenda for that month, any waiver request would need to be received a minimum of 15 business days prior to a meeting date.

Information typically required for an informed decision by Council may include:

  • annual estimated/actual cost to your organisation of the fee and charge
  • demonstrable impact the imposition of the fees has on your service e.g. the fees are x% of our fee for the service we provide or would be x% of our operating budget
  • the scope of the service you provide i.e. the number of fee paying customers you service and   
  • Overall financial position.

NOTE:  Having a not-for-profit status on its own is not necessarily or automatically applicable grounds for Council to approve a waiver of fees and charges.

Question 15        Can I get car parts off cars at the tip?

No.

Question 16        Can I dispose of motor oil at the tip?

Yes, up to 10 litres in an appropriate container or drum.  Please mention to the tip officer on entry to the tip that you have oil for disposal, and they will let you know where you can drop it off.

Yes, ensure you ask the officer on entry to the tip where you can drop it off.

Question 18        We have cardboard boxes to dispose of.  Is there a fee for this?

There is no fee applicable for all tip site users for the disposal of cardboard that meets the following criteria:

  • Clearly separated from other waste types
  • Placed into the correct bin/area for recycling as directed by the tip operators
  • Flattened  and
  • Free from contamination – glass, plastic, food, oils etc.

Question 19        What can be disposed of at the tip?

The Shire of Carnarvon provides waste disposal services at the Browns Range Waste Management Facility for residential and commercial clients. These services include –

  • Disposal of general household waste;
  • Disposal of ferrous and non-ferrous metals (commercial quantities will incur a fee);
  • Disposal of green waste. Commercial clients note fee applies;
  • Disposal of car bodies, caravans and trailers;
  • Disposal of contaminated waste including asbestos and Biomedical Clinical Waste
  • Disposal of biological liquid waste;
  • Receptacle for waste petroleum oil and cooking oil. Oil in containers no bigger than 20 litres.
  • Disposal of domestic quantities of household paints.

 

Disposal of industrial/commercial waste including construction and demolition materials
