STRATEGIES & PLANS 

The Shire of Carnarvon’s Planning and Reporting framework is the strategic direction for the Shire, providing a primary source of guidance for the organisation and the community.  

The Shire of Carnarvon is committed to using this strategic framework to strengthen the linkages between community aspirations, financial capacity and practical service delivery. This framework is required by all Local Government authorities to ensure that priorities and objectives are delivered based on a community established vision for the future. 

Council reviews and updates its Strategic Community Plan and Corporate Business Plan and subsequent plans in accordance with S5.56 (1) of the Local Government Act 1995 and regulation 19C (4) of the Local Government (Administration) Regulations 1996. 

Community Strategic Plan

The Shire of Carnarvon’s Strategic Plan (2022 – 2032) is the highest-order planning and strategy document that sets our policy and corporate objectives and is developed in consultation with the community

The Shire of Carnarvon worked collaboratively between Council, staff and the Community, utilising leading practice community involvement and participation to develop the Shire of Carnarvon's Strategic Plan (2022 - 2032).  This was adopted by Council in October 2022.

Corporate Business Plan

The Shire of Carnarvon’s Corporate Plan activates the Shires Community Strategic Plan by prioritising, resourcing, and implementing the community’s short, medium, and long-term aspirations.

The Shire of Carnarvon’s Economic Development Strategy has been developed to ensure Shire realises its full potential and in turn delivers a more enriched lifestyle for local residents and businesses.

Revenue Strategy 

The Shire of Carnarvon Revenue Strategy is provided for information and guidance. It is subject to change as required by Council depending on annual and forecast budget pressures and other financial, community, and organisational requirements.  The Revenue Strategy will inform the Shire's Long Term Financial Plan.

Provision of Headworks To Trigger Worker Accommodation Development Business Case 

the Shire of Carnarvon and the Gascoyne Development Commission identified that efforts to improve living standards are central to attracting people to live and work in the region. This business case outlines the issues that support the application of a grant to be applied towards the costs of provision of headworks including wastewater, ground works, water and electricity for essential worker infill.

Reconciliation Plan 

The Shire of Carnarvon's Reconciliation Plan enables our organisation to sustainably and strategically take meaningful action to advance reconciliation. Based on the core pillars of relationships, respect and opportunities, RAPs provide tangible and substantive benefits for Aboriginal and Torres Strait Islander peoples, increasing economic equity and supporting First Nations' self-determination.
