The Shire of Carnarvon's Community Growth Fund and Outgoing Sponsorship Program has been designed to demonstrate the Council's commitment to supporting communities in the region by providing financial and in-kind support to events, projects and programs that build capacity, encourage participation, and make positive and ongoing contributions that align with the Shire's Strategic Community Plan. 

What is the difference between the Community Growth Fund and Outgoing Sponsorship funding?

The Community Growth Fund is designed to support community organisations in growing their clubs or organisations through various projects, programs, and events. The Outgoing Sponsorship Fund is intended to allocate funding towards programs or events that generate economic benefits for the Shire or foster community celebration, development, and engagement.

Why the change?

The Community Growth Fund was created to support the growth of community organisations and events. In recent years, the Shire has seen significant growth in large iconic events. By separating large economic programs and events into the Outgoing Sponsorship Funding, we ensure that these initiatives are not scored against grassroots community projects.

What are the key differences between the two programs?

The Community Growth Fund offers a maximum of $5,000 and requires an application form detailing how the funding will be used, along with quotes. The Outgoing Sponsorship Fund provides two options for organisations based on the amount of funding received. The application form requires information about exposure and reach, and the acquittal process is focused on providing evidence of marketing.

Community Growth Fund 

What is the Community Growth Fund Program?

The Community Growth Fund program by the Shire of Carnarvon is designed to provide grants and support to community organisations that contribute to the sustainable development of the region.

This program provides funding to promote social, cultural, economic, sporting, and environmental initiatives. Through this program, the Shire offers financial assistance, sponsorship (both cash and in-kind), and donations to eligible organisations that enhance the quality of life and foster a vibrant community in Carnarvon.

What projects are eligible for funding?

For an application must meet one of these eligibility criteria for funding:

  • Engagement and Activation - Projects must be designed to actively engage the local community and activate spaces.
  • Inclusivity and Accessibility - Projects must create an inclusive and accessible space to encourage increased patronage and visitors. Accessibility should be a priority to accommodate diverse needs.
  • Aesthetic Enhancement - Projects should aim to enhance the aesthetic appeal of publicly accessible spaces, contributing positively to the visual landscape of the area.
  • Community Engagement - Projects should encourage more people to visit, invest, live, work, play, and spend time in the designated area, fostering community cohesion and vitality.
  • History and Heritage – Projects that acknowledges our history and heritage and celebrates our diverse cultures.
  • Project Expenses - Funding may cover essential project materials and equipment, including freight costs; venue hire, including Shire venues; contracted labour costs, performers, and/or artists fees, including travel and accommodation.
  • Promotion and Communication - Funding may be used for publicity, marketing, and communication costs to effectively promote the project and engage the community.
  • Catering Costs - Catering expenses are permissible when integrated into a community building project, must not exceed 50% of the total budget.
  • Operational Expenses - Operational expenses, such as insurance, rates, and lease, are acceptable and must not exceed 50% of the total budget.
  • Community and Social Impact - Projects should drive community and social outcomes to enhance the quality of life in local communities, contributing to community, arts, cultural, and sporting.
  • Community Well-being - Projects should aim to improve the capacity and wellbeing of the community, with a particular focus on youth, Aboriginal and Torres Strait Islander people, Culturally and Linguistically Diverse people, older persons, and access and inclusion initiatives.

Outgoing Sponsorship Program 

What is the Outgoing Sponsorship Program?

The Outgoing Sponsorship Program by the Shire of Carnarvon is designed to provide funding support to community organisations and events that align with the Shire's Strategic Community Plan. This program aims to facilitate sponsorships for a diverse range of events and programs, raising the profile of the Shire of Carnarvon.

We seek to support initiatives that:

  • Generate economic benefits for the Shire; or
  • Foster community celebration, development, and engagement.

By participating in this program, the Shire strategically invests in sponsorships that promote economic growth and enhance community well-being. Additionally, this initiative aims to elevate the reputation and visibility of Carnarvon through effective marketing.

Funding Tiers & Recognition Requirements 

Up to $10,000 Funding and In-kind Sponsorship

This tier is for community organisations or events that significantly attract competitors or visitors to the Carnarvon region. In exchange for this sponsorship, we ask for the following acknowledgments:

  • Recognition as ‘Major Sponsor’
  • Prominent placement of the Shire of Carnarvon logo on marketing materials (posters, flyers, banners, websites)
  • Display of Shire-provided signage during the event or program
  • Inclusion of our logo in print and media advertising
  • Custom printed event signage and promotional items (e.g., merchandise) featuring our logo
  • Mention of the Shire in radio or television advertising
  • Recognition in all press releases and media coverage
  • Verbal acknowledgment of our support during event opening/closing ceremonies or speeches
  • Inclusion in event programs or schedules
  • Social media mentions and tags highlighting our sponsorship
  • Opportunity for our representatives to attend and speak at key event functions

Up to $5,000 Funding and In-kind Sponsorship

This tier is designed for community organisations and events that enhance the liveability of Carnarvon while attracting competitors and/or spectators. In return for this sponsorship, we request the following acknowledgments:

  • Recognition as ‘Sponsor’
  • Inclusion of our logo on promotional materials (flyers, brochures, event websites)
  • Display of Shire-provided signage during the event or program
  • Mention of the Shire in event-related communications and social media posts
  • Verbal acknowledgment of our support during event opening/closing ceremonies or speeches
  • Social media mentions and tags highlighting our sponsorship
  • Opportunity for our representatives to attend and speak at key event functions
