Public Question Time and Deputation Request Form

For members of the public wishing to ask a question or request a deputation at an Ordinary or Special Council Meeting 

Use this form to submit questions in advance or to request approval to make a deputation. Submitting questions in advance assists meeting administration and preparation of a response. A question is formally considered when asked during Public Question Time, unless otherwise dealt with as correspondence. 


Important meeting procedure information 

  • Public Question Time is generally limited to 15 minutes unless extended by Council resolution. 
  • Each member of the public may ask up to two questions before other members of the public are invited to ask their questions. 
  • Prior to asking a question, the speaker must state their name and address. 
  • Questions must be clear, concise and framed as a question. Statements, offensive or defamatory questions, and questions already asked and answered may be refused by the Presiding Member. 
  • No debate or discussion is permitted in relation to a question or answer. 
  • Deputations must be approved before the meeting by the CEO, or at the meeting by the Presiding Member. 
  • Unless Council resolves otherwise, a deputation must not exceed five persons, only two of whom may address Council, and must not exceed 10 minutes. 
  • At a Special Meeting of Council, questions and deputations must relate to the purpose of that Special Meeting.
