A local planning strategy is a document that guides the long-term land use planning, development, and management of the region for the next 15 years.
The Shire has prepared a new draft local planning strategy informed by community consultation in 2024 and an extensive review of background information.
The draft Local Planning Strategy is now available for public comment.

Learn More at an Online Information Session
To learn more about the draft Local Planning Strategy, an online information session will be held on Wednesday 1st April 2026, between 5:30-6:30pm. The session will cover:
- An explanation of how a Local Planning Strategy is prepared
- How to read a Local Planning Strategy and a high-level overview of the content
- How to prepare a submission
Please note that this information session is not a workshop with activities or an avenue for providing a submission, however there will be an opportunity to ask questions.

Making a Submission
To provide your feedback on the draft Local Planning Strategy, submissions are to be made in writing and mailed or emailed to the Shire of Carnarvon:

Tips for making a submission:
A submission is a written piece of feedback that allows you to share your thoughts on the draft Local Planning Strategy with the Shire of Carnarvon. This is an important step in the process to ensure that no information is missing from the document and that the vision for the future accurately reflect the community’s aspirations.
Some of the things you may wish to provide feedback on include:
- Is the vision (Part 1, section 2.1) supported, and why or why not?
- Are there any issues or opportunities (Part 1, section 3) that have not been identified that should be, and why?
- Are there any Planning Areas (Part 1, section 4) that are not identified that should be, and why?
- Is there any information shown on the Local Planning Strategy map (Part 1, figure 3), that is supported or not supported, and why?
At the end of the consultation period, all submissions will be reviewed, and the Shire of Carnarvon will determine if any changes should be made to the draft Local Planning Strategy based on the feedback. The more information you can provide about why you support/don’t support aspects of the draft Local Planning Strategy, the better the Shire can respond to your feedback.
The schedule of submissions and proposed list of modifications will be considered by the Council and subsequently the Western Australian Planning Commission, prior to finalisation of the Local Planning Strategy.
