Fascine to Harbour Walk


The Fascine to Harbour Walk will help to further connect the town centre to the Carnarvon Harbour via a continuous pathway, to further amplify and encourage usage of the town’s iconic Fascine skyline.

The Carnarvon Harbour is already home to tourist-related activities and attractions; however, its lack of pedestrian amenities makes it difficult to access without a vehicle. Improving the connection to the Harbour from the town centre will give the existing Fascine pathway a more tourist-friendly end destination along with increased recreational use for locals. The pathway will include a turnaround point at the Harbour end with ample area for directional maneuvering bicycles and prams and may include a landscaping element to complement the pathway.

Community Consultation

Community input was central to the vision of individual elements within the Carnarvon Activation Plan. The Plan was shaped through a co-design process, where residents, businesses, and local groups provided feedback in two community workshops held in June and September 2023.

Status

Due diligence investigations and detailed design of the Fascine to Harbour Walk is underway by Projex Partners.
A Tender for the project construction will follow this stage of works. 
This project will be funded through the Australian Government's regional Precincts and Partnership Program (rPPP).

Project Timeline
  • Consultation of the Carnarvon Activation Plan

    UDLA was engaged in March 2023 to develop the Carnarvon CBD Revitalisation Plan, identifying opportunities based on successful initiatives from other regions. In June, UDLA hosted in-person and online workshops to review findings and gather community input. In September, a second workshop presented 19 proposed projects, with participants prioritising eight key initiatives. The final Carnarvon Activation Plan was presented to the Council in November 2023.
  • Endorsement of Plan

    In December 2023, the Carnarvon Activation Plan was presented to Council for endorsement.
  • Announcement of Funding

    On 9 January 2025, the Australian Government announced the beneficiaries of the regional Precincts and Partnerships Program (rPPP) which included $15.5M allocated to the Shire of Carnarvon’s Activate Carnarvon project.
  • Funding Allocation

    The rPPP funds were allocated by Council at the 2 September 2025 Special Council Meeting, to support the delivery of Van Dongen Park Stage Two upgrades, Connect & Create Stage Two, Fascine to Harbour Walk, Urban Forest, the Tramway Walk Trail Stage Two and the Pier Development.
