The Local Connect and Create project is an exciting public art initiative designed to bring colour, creativity, and community stories into the heart of Carnarvon.
This project is part of the Carnarvon Activation Plan (CAP), a strategic initiative designed to enhance key public spaces, improve connectivity, and boost local engagement. The CAP was developed in response to community feedback in 2022, which highlighted concerns about the town centre’s appeal, safety, and economic vitality. The Shire worked closely with UDLA and community stakeholders to identify priority projects that would make the biggest impact.
The Local Connect and Create project was developed to create a local artistic hub that would showcase local art, stories and events, whilst encouraging exploration of the area by the community and visitors alike.
Funding Partners

The Shire of Carnarvon acknowledges the generous support of our funding partners.
This project has been made possible through a Lotterywest grant of $786,648.
In addition, the Australian Government’s regional Precincts and Partnership Program (rPPP) funding will support the delivery of a locally created art and lighting trail.
Artist Engagement
In 2024, the Shire of Carnarvon undertook an EOI for artists to be part of the Connect & Create project. This resulted in the Shire engaging artist, Peta Riley.
Peta, a former Carnarvon local now based in Geraldton, spent 10 years living and working in Carnarvon’s Fishing Industry before shifting her focus to art. Her deep connection to the town and firsthand experience of its landscapes, industries, and people bring a unique and authentic perspective to her work.
Progress to Date
- The initial stage of the project saw the development of ‘The Hub’, which transformed a previously untenanted building into an artist in residency/local making and exhibition space. ‘The Hub’, is now complete and in operation.
- A digital LED screen has been installed at the Civic Centre and is now live. Keep an eye on the screen for all the latest opportunities to connect with your community!
- Following artist engagement and detailed design, local contractor W&C Co Mechanical & Civil was awarded works to undertake the construction, coordination and installation of a series of public art pieces for this project. These art pieces include the use of recycled timber from the historic One Mile Jetty, ensuring these public art pieces honour Carnarvon’s heritage while enhancing its main street with functional, long-lasting design.
- The installation of the public art pieces throughout Robinson Street have been completed.
- Light-art structures for use in temporary space activations have been purchased and are anticipated to make their first appearance in late May.
What’s Next?
- The remaining public art pieces will be installed within Van Dongen Park, which is estimated for late 2026.
- The Shire is currently working on the next phase of the project which will see the development of an art lighting trail to complement the town’s existing public art within the town centre.
