Urban Forest


The Urban Forest project focuses on bolstering the quantity of strong street trees set along key arterials, in colourful timber planter boxes and arbors. The combined result is the creation of cool, connected canopies and iconic, activated spaces throughout Carnarvon’s CBD. The project aims to promote the town as an “oasis in the desert” to attract tourists and provide spaces and places for relaxing whilst enjoying local goods and services.

Community Consultation

Community input was central to the vision of individual elements within the Carnarvon Activation Plan. The Plan was shaped through a co-design process, where residents, businesses, and local groups provided feedback in two community workshops held in June and September 2023.

Status

A Request for Quote is under development to support the detailed design of the project and will be released in the coming months.

This project will be funded through the Australian Government’s regional Precincts and Partnerships Program (rPPP).

Project Timeline
  • Consultation of the Carnarvon Activation Plan

    UDLA was engaged in March 2023 to develop the Carnarvon CBD Revitalisation Plan, identifying opportunities based on successful initiatives from other regions. In June, UDLA hosted in-person and online workshops to review findings and gather community input. In September, a second workshop presented 19 proposed projects, with participants prioritising eight key initiatives. The final Carnarvon Activation Plan was presented to the Council in November 2023.
  • Endorsement of Plan

    In December 2023, the Carnarvon Activation Plan was presented to Council for endorsement.
  • Announcement of Funding

    On 9 January 2025, the Australian Government announced the beneficiaries of the regional Precincts and Partnerships Program (rPPP) which included $15.5M allocated to the Shire of Carnarvon’s Activate Carnarvon project.
  • Funding Allocation

    The rPPP funds were allocated by Council at the 2 September 2025 Special Council Meeting, to support the delivery of Van Dongen Park Stage Two upgrades, Connect & Create Stage Two, Fascine to Harbour Walk, Urban Forest, the Tramway Walk Trail Stage Two and the Pier Development.
