The Shire of Carnarvon is providing clarity around the upcoming changes to access fees at the Blowholes Reserve, with recent public commentary highlighting the need to separate fact from misunderstanding.
Importantly, the Shire confirms that there is no fee to visit the Blowholes themselves. Access to the natural Blowholes formation remains free and open to all. The day use fee of $10 per vehicle applies only to those entering the wider Blowholes Camping Reserve, including the Aquarium swimming spot, campground, and public facilities such as toilets and dump points.
From 22 May 2025, the updated fee structure will take effect. Camping will continue to be available, with a flat fee of $30 per night per site for up to six people, which now also includes the day use component.
Shire President Eddie Smith said the decision followed the development of a comprehensive business case.
“It currently costs the Shire more than $300,000 each year to maintain the Blowholes Reserve,” President Smith said. “That includes everything from toilet cleaning and waste removal to road maintenance and ranger patrols. Without access to State Government funding like National Parks receive, the cost falls back on the Shire and ultimately, on local ratepayers.”
To ensure a sustainable future for the Reserve and a fair contribution from all users, Council resolved to introduce a user-pays model, as continuing to fund the Reserve solely through rates would unfairly burden residents who do not use the site.
“What we’re asking is reasonable and standard. Whether you’re local or visiting, if you’re using the facilities, the cost is shared,” President Smith said. “We’ve also introduced a low cost local membership to make sure it is affordable for our community.”
Residents within the 6701 postcodes can now access a $105 annual membership, including the administration fee, covering two registered vehicles and provide annual visitation and camping access to the Reserve, including camping all year round.
Revenue from the new fees will go directly into the maintenance, management, and improvement of the Blowholes Reserve, something the community has been asking for.
“People want cleaner toilets, better roads, and upgraded infrastructure. We want that too,” said President Smith. “But it simply can’t happen without a sustainable source of funding. This isn’t about profit, it’s about equity, and preserving and enhancing a treasured place for generations to come.”
