Council Accepts Funding from Department of Transport for Airport Upgrades

The Shire of Carnarvon is pleased to announce that it has secured funding from the Department of Transport to facilitate critical upgrades to the Carnarvon Airport. This funding, up to $8 million, has been approved as part of the 2024-2025 State Budget and will be used to ensure the airport’s pavement is suitable for unrestricted operations of REX Airlines Dash Q400 aircraft.

 

In September 2023, the Shire of Carnarvon approved a temporary pavement concession allowing REX to operate the Dash Q400 at the Carnarvon Airport. The current concession, which is set to expire in October 2024, will require an extension until the completion of the planned upgrades.

 

The decision to approve the concession was informed by a detailed pavement inspection conducted by Regional Airport Management Services, an independent agency engaged by the Department of Transport. Subsequent inspections have taken place at three-month intervals since the Q400 operations began, with the latest inspection in July 2024 confirming that no material defects have been identified in the airport’s pavement.

 

Following the assessments, Regional Airport Management Services recommended a series of upgrade works, estimating the total project cost at $8 million. The proposed upgrades will allow for unrestricted operation of the Q400 aircraft and ensure the longevity and safety of the airport’s infrastructure.

 

The first step in the upgrade process will be to engage a qualified and experienced Project Manager. This individual will play a pivotal role in delivering the project, including:

 

  • Preparing the scope of works and terms of reference for the engagement of an Independent Technical Expert, as required under the funding agreement.
  • Drafting the necessary designs, technical specifications, and tender documentation.
  • Providing technical advice to prospective tenderers and participating in the tender evaluation process.
  • Acting as the contract Superintendent during construction, ensuring all works are completed to the required standards.
  • Working collaboratively with the Independent Technical Expert to ensure timely submission of milestone claim information for funding payments.
