Shire’s Youth Strategy outlines strategies to develop and support young people

The Shire of Carnarvon tabled the Youth Strategy Plan 2022-2025 at a recent Council Meeting, seeking formal consideration to move to implementation. The plan has been in development by the Shire and is built around 4 key priorities with the objective of supporting and developing Youth, Governance, Safety, Health and Wellbeing, Participation and Leadership, and Learn and Work.

Ten strategies linked to the key priorities have been proposed. These include building strategic partnerships that respond to current and upcoming needs of youth, the establishment of a Youth Safe Hub to service at-risk youth and their parents and carers, creating a Youth Advisory Council of diverse youth for increased engagement, and preparing young people for employment through partnership with local and regional employers. Approaches in these strategies have been tailored to adhere to the cultural norms of Carnarvon and its outskirts.

The Youth Strategy Plan supports the implementation of the Shire’s Strategic Community Plan and aligns with the national and state-level youth strategies. An extensive process of engagement took place for the plan’s development with consultation carried out with 13 key service providers, 46 young people, and many youth service providers, parents and carers, and community members.

“We recognise that young people in our community are its future leaders, and we have a responsibility to support and develop them,” says Shire President Eddie Smith. “The plan outlines specific, achievable ways in which we can ensure a strong future for our youth and our communities and works to complement our current youth programs at the Shire Hub and children’s services at the Shire Library.


Implementation of the Youth Strategy Plan is expected to be resource-intensive. Funding will primarily come from external funding bodies and organisations and has started with the recent funding application to Lotterywest for the Hutchinson Park and Skate Park Revitalisation Project.  If successful, the funding will provide improvements and upgrades to the recreational facilities at Hutchinson Park. The Youth Strategy Plan will be monitored annually to track its implementation, with ongoing engagement with youth and stakeholders throughout its progress.
